At the Data Spaces Symposium, members of the Data Space Adoption Forum (DSAF) announced a coordinated initiative to help 10,000 small and medium‑sized enterprises join trusted data spaces within the next 18 months. The effort brings together cloud providers, managed service providers, systems integrators, industry data spaces, and other stakeholders committed to improving practical access to secure data‑sharing infrastructures.

Trusted data spaces are increasingly relevant for industries operating across complex value chains. Many SMEs still face financial, technical, and organisational hurdles that make participation difficult. In sectors such as automotive – where the vast majority of suppliers are small companies – these challenges limit broader adoption.

To tackle this, DSAF members have developed an open‑source, multi‑tenant onboarding approach built on the Eclipse Dataspaces Components. The solution introduces:

EDC‑V, an optimised variant of the Eclipse Dataspace Component architecture for cloud environments

Connector Fabric Manager (CFM), enabling automated deployment and lifecycle management

JAD, a demonstrator assembling all components for cloud providers offering customised services

This toolbox supports large‑scale onboarding and reduces entry costs for SMEs. Integration with OPC UA further strengthens its applicability for manufacturing use cases.

A recent pilot with Catena‑X illustrates the potential for real‑world adoption and demonstrates that the model can be applied across multiple data spaces simultaneously. SMEs gain streamlined access, while managed service and cloud providers can expand their service offerings.

DSAF as an IDSA Working Group

The Data Space Adoption Forum operates as a Working Group within the International Data Spaces Association. Participation in this group is open to IDSA members, creating a structured environment where organisations can collaborate closely, shape practical onboarding pathways, and contribute their expertise.

For companies interested in advancing trusted data sharing, joining IDSA offers a direct opportunity to take part in the Working Group and influence the next stages of data space adoption.

As one of the organisations collaborating in DSAF, IDSA supports the shared effort to expand secure, sovereign data exchange and make participation accessible for companies of all sizes. The initiative reflects the commitment of many actors across the ecosystem to strengthen adoption and create scalable, practical approaches for data‑space participation.

Organisations wishing to explore cooperation or test the new onboarding model are invited to connect with DSAF.

The Eclipse Dataspace Working Group has formally launched the PAS transposition process to submit the Dataspace Protocol (DSP) and the Decentralized Claims Protocol (DCP) to ISO/IEC JTC 1. This procedure allows mature specifications developed outside ISO to be assessed for adoption as international standards.

The step is significant because it places DSP and DCP in a well-established pathway used for technologies that have already reached a high level of consensus and technical stability before entering the ISO system. It is not an approval, and it does not change the status of the specifications today. What it does provide is a clear route toward international standardization, with ISO/IEC experts now able to evaluate the work directly.

The Dataspace Protocol was first developed within the International Data Spaces Association. In 2023, IDSA contributed the protocol to the Eclipse Foundation to place its further development in an open, vendor-neutral environment and to enable broader international participation. IDSA is a founding member of the Eclipse Dataspace Working Group and continues to support the protocol’s evolution. Since the handover, DSP has advanced within this open governance model with contributions from a growing range of industry stakeholders.

For organizations building or operating data spaces, the PAS process matters for three practical reasons. First, it increases clarity for procurement and integration by giving governments and enterprises a recognized reference point. Second, it strengthens the interoperability landscape by linking DSP to the established ISO/IEC ecosystem of IT standards. Third, it supports long-term stability: a future ISO/IEC standard would reduce ambiguity for implementers and lower the risk of fragmentation across regions.

IDSA welcomes this milestone. It validates the path taken over the past years – develop the concept, move it into a global open-source governance model, and support its evolution through collaboration. IDSA will continue contributing expertise through the Eclipse community and will keep the User Group updated as the ISO/IEC evaluation progresses.

After a strategic break, we have brought back our connector overview with a new direction. The relaunched Data Space Connector Report now centers on solutions that fully comply with the Dataspace Protocol (DSP) and pass the Technology Compatibility Kit (TCK) tests.

The earlier series, published between November 2022 and September 2024, provided broad insights into what connectors are and how they differ. Over 16 editions, it compared technical approaches and implementations across the market. That phase helped define the landscape. Now, the landscape has changed.

A new phase for connector development

The new Data Space Connector Report narrows its scope. Only data space connectors that demonstrate verified DSP compliance are included. The TCK, developed under the Eclipse Foundation, runs more than 140 automated checks to ensure each connector adheres to the protocol. This verification replaces self-declared compatibility with proven interoperability.

IDSA positions the publication as a single, trusted source of information on connectors that both support the Dataspace Protocol and have successfully passed TCK testing.

Setting a common technical ground

The Dataspace Protocol reached stable release in March 2024 and has already advanced to version 2025-1, remaining on track for ISO submission. Its progress signals that the time for experimentation is giving way to practical, interoperable solutions.

For organizations building or joining data spaces, this development reduces uncertainty. Instead of comparing incompatible models, they can now evaluate proven, standards-based connectors on functionality, scalability, and vendor support.

A market aligning around shared standards

The renewed report also mirrors a larger industry movement. Data space projects are aligning around shared technical foundations rather than competing implementations. Common standards make collaboration easier, and help participants focus on real-world use cases.

By setting a clear benchmark for compliance, the report helps the community focus on what matters most: building reliable, interoperable infrastructures that turn the idea of data spaces into a working reality.

It’s official. The European Commission published its long-anticipated standardization request for data spaces. The document, listed as mandate number 614, marks a clear shift: from exploratory workstreams to coordinated standard-setting across Europe related to Article 33 of the EU Data Act.

The European Standardization Organization has accepted the Standardization Request. The mandate lays out a structured path, with specific roles and timelines. Key topics are assigned to relevant technical committees:

Trusted Data Transactions (Parts 1–3) will be handled by CEN/CENELEC JTC 25

Data catalogues and semantic asset frameworks go to ETSI TC Data

Maturity assessments and internal data governance also sit with JTC 25

This distribution follows a work plan that’s familiar to most stakeholders. What’s new is its official status – complete with item numbers, deadlines, and clear expectations.

The deliverables vary in scope. Some will become harmonized European standards – critical tools for legal compliance under the EU’s New Legislative Framework. Others, such as technical specifications, offer important guidance to data space participants.

The work on the standardization of deliverables was already ongoing when the mandate became official. That might sound rushed, but it wasn’t. Most of the content had already been drafted in anticipation. Everyone knew this moment was coming – and prepared accordingly.

The release process for the Dataspace Protocol 2025-1 has officially begun. The Dataspace Protocol 2025-1 defines how organizations can share data securely and fairly in decentralized data spaces. It is currently progressing through the release process at the Eclipse Foundation.

Several key components have now reached the final review stage:

Dataspace Protocol Specification: This document sets out the rules and message formats that allow systems to communicate and exchange data securely.

DSP Technology Compatibility Kit: Designed to help developers verify whether their software correctly implements the protocol.

Decentralized Claims Protocol (DCP) and Test Kit (both at Release Candidate 4): Adds functionality for sharing trusted claims or credentials alongside the data.

The new releases represent a significant step toward standardized, open, and interoperable data sharing. With these tools, organizations can validate that their systems are compatible with others, making real-world deployment of data spaces more feasible.

Successful tests have already been completed by both the Eclipse Dataspace Connector (EDC) and the TNO-developed connector, demonstrating that multiple independent implementations can interoperate effectively.

Before the specifications can be officially published, the Eclipse Foundation will conduct a final review to ensure all technical and legal aspects are in place, including intellectual property and licensing.

Following this final check, the Eclipse Dataspace Working Group Specification Committee will vote on the release. If approved, the specifications will be officially published, providing the data spaces community with a stable foundation for implementation and adoption.

IDSA remains committed to supporting the rollout of these new standards and facilitating their adoption across the ecosystem.

The development of ISO/IEC 20151 Information technology – Cloud computing and distributed platforms – Dataspace concepts and characteristics has reached an important step: the Draft International Standard (DIS) stage. This marks a shift from internal working drafts to a version that can be formally cited and referenced.

Once listed as DIS on the official ISO website, the standard becomes accessible for public purchase and use. This change signals that the content has matured through multiple rounds of input and is now stable enough to undergo international review.

Data space concepts and characteristics

ISO/IEC 20151 provides a clear and shared definition of what a data space is. It helps organizations distinguish genuine data spaces from concepts like data lakes, avoiding confusion in design and implementation. By setting out key characteristics and requirements, the standard supports clarity in procurement processes, ensuring that businesses understand what kind of solution or infrastructure they are engaging with. Most importantly, it establishes a baseline for interoperability, both within individual data spaces and across different data space implementations. This makes collaboration and data exchange more reliable and consistent.

The next phase involves ballot procedures and further coordination among National Bodies. While the timeline depends on various factors, such as preparation and translation speeds, it generally includes a period for formal comments and voting.

ISO/IEC 20151 is being developed as a reference framework for data space implementations. Its advancement reflects strong collaboration across expert communities and international stakeholders. As the process continues, feedback from National Bodies remains essential to refining and finalizing the document.

IDSA will continue to support and monitor progress and share further updates as the status evolves.

The International Data Spaces Association (IDSA) and the OPC Foundation are deepening their collaboration to advance interoperability and data governance in industrial automation.

By combining OPC UA’s extensive framework for semantic interoperability with IDSA’s robust governance model, this partnership aims to enhance secure and controlled data sharing across industrial ecosystems.

The OPC Foundation provides the largest ecosystem for semantic interoperability in automation through OPC UA, which includes over 150 semantic domain standards. This ensures seamless communication and integration across diverse automation systems, fostering efficiency and connectivity. IDSA complements this by adding a governance layer that defines who can access data, for how long, and under what conditions – ensuring data sovereignty.

Through this collaboration, companies can seamlessly integrate both standards into their architectures, allowing for secure data exchange while maintaining control over their information. Existing environments can be updated quickly to incorporate governance mechanisms for OPC UA-based data sharing.

By strengthening our partnership, we enable interoperable, sovereign, and trustworthy data sharing, driving meaningful advancements in industrial automation.”

Lars Nagel, CEO of IDSA

“Connecting the largest industrial automation ecosystem with emerging data space concepts will accelerate industry adoption. With OPC UA widely implemented in modern and legacy factories, we provide the necessary bridge to IT systems, unlocking new opportunities for data-driven innovation.”

Stefan Hoppe, President and Executive Director of the OPC Foundation

The OPC Foundation will share more details about this strategic collaboration at the OPC Foundation Cloud Initiative conference during Hannover Messe 2025. Attendees will gain insights into the latest developments and future directions of this initiative.
The Dataspace Protocol is steadily progressing toward its next major release. The International Data Spaces Association (IDSA) has prepared a successful release candidate, keeping the project on track for version 2025-1, expected this summer.

Standardization is essential for ensuring seamless and trustworthy data sharing across industries and platforms. Data space participants must understand each other. They need a common language, a clear structure for communication. This is what the Dataspace Protocol adds to data sharing. It tells all parties how to behave, what to share, what to communicate in a standardized way. But it is also flexible. The Dataspace Protocol can be tailored to specific data sharing needs, while still providing interoperability.

The 2025-1 release is particularly significant as it will be the final version submitted to ISO (International Organization for Standardization). This step requires:

A stable specification document that clearly defines the protocol’s functions

A Technology Compatibility Kit (TCK) to ensure implementations align with the standard

A reference implementation that demonstrates real-world applicability

Latest updates and improvements

Progress toward the 2025-1 release has been steady:

The first version of the TCK has been available since January.

Following the latest release candidate, the specification document has been updated, and the TCK will be further refined in the coming weeks.

The latest updates improve overall stability, including refinements to URLs, JSON files, and document structures.

All updated materials are accessible in the Eclipse Dataspace Protocol repository. While the project itself is hosted under the Eclipse Foundation, the official deliverable remains the Dataspace Protocol, ensuring consistency and continuity.

What’s Next?

Work on the TCK continues, strengthening both the Dataspace Protocol and the Decentralized Claims Protocol, which share a common technical foundation. Additional resources and insights will be made available in the coming months.

With the release candidate successfully completed, the project remains on track. The final phase will focus on refining all components to ensure the summer release meets all necessary standards, bringing the Dataspace Protocol closer to global adoption as an international standard.
